Elevate your head above the level of your body while sleeping. This reason for raising your head above your body level is to prevent fluids from gathering under your eyes which can cause them to look really puffy when you wake up.

So the main tips on how to get rid of bags under the eyes is to consider concealing them with makeup, use things that are cold to reduce swelling, and sleep with your head higher at night to prevent as much fluid building. A combination should ultimately lead to you noticing a difference and over time those bags will become less apparent.
